Notwithstanding the 2/3 vote required by both houses, and ratification by 38 states, if our Constitution is changed, the Liberal populations of California and New York will elect our future Presidents. Do the math!!! In the popular vote right now, just take away the 5 biggest counties of California, and Bush has a popular landslide vote. What this comes down to is One Party, one election, one win.
